It is unlikely you will get a credit card after being a resident for just a few weeks. I think they like to see that you’ve been here at least a year, so they feel you are less of a flight risk. I had been living here over 10 years when I applied and I think that’s one reason not one, but two banks issued me a card (CMB and my own bank, ICBC).
